Note: Some programs offering child day care obtain a general business license to operate from the county within which they do business; however, that license is not the same as a child day care license obtained from the Virginia Department of Social Services (VDSS), which holds the child day care provider accountable to the health and safety standards set forth by the Commonwealth of Virginia.
If you are looking for child care, the Child Care Resource and Referral Agency (CCRR) in your county is a great place to start. To provide this service, CCRR agencies collect and maintain up-to-date information about all types of legal child care programs in their areas. CCRR counselors can provide you with information about various types of programs, costs, financial assistance and guidelines for selecting child care, but the final choice is always your responsibility as a parent. If you want help finding child care or have questions about child care, contact your local CCRR. They will ask you about the kind of care you are looking for, the ages of your children, the hours of care you need and other specifics such as any special needs your child might have. Based on that information, they will be able to give you a list of providers that most closely meet your needs.

Unlicensed and unregistered child day care programs do not have any of the following requirements: background checks, training/orientation, or health and safety requirements; and only minimal Code of Virginia requirements. Unlicensed centers must meet an exemption in the Code of Virginia in § 63.2-1715. Unlicensed family day homes must follow requirements in §§ 63.2-1727 and 63.2-1704.1 of the Code. VDSS does not inspect these programs.

Childcare varies dramatically across cultures. These discrepancies are attributed to the homestead and household environments. That is, the type of work performed by adult caretakers in a given community strongly influence the type of childcare used. In agricultural/ horticultural societies where work is done to provide sustenance for the community, siblings and similar-aged children are responsible for younger children. While many global communities prefer children aged 7–10 for designated caregiving responsibilities, children no younger than 12 are preferred in the Western world where paid childcare is common.

Child Care Aware of NWA is a non-profit organization that is a resource center for families and child care providers. We provide child care referrals in 17 counties in Northwest Arkansas, the River Valley, and Southcentral Arkansas. Independent studies suggest that good daycare for non-infants is not harmful. In some cases, good daycare can provide different experiences than parental care does, especially when children reach two and are ready to interact with other children. Bad daycare puts the child at physical, emotional and attachment risk. Higher quality care was associated with better outcomes. Children in higher quality childcare had somewhat better language and cognitive development during the first 4½ years of life than those in lower quality care. They were also somewhat more cooperative than those who experienced lower quality care during the first 3 years of life.
The vast majority of childcare is still performed by the parents, in-house nanny or through informal arrangements with relatives, neighbors or friends. For example, in Canada, among two parent families with at least one working parent, 62% of parents handle the childcare themselves, 32% have other in-home care (nannies, relatives, neighbours or friends) and only 6.5% use a formal day care center.

This is a “step in the right direction,” but more needs to be done to reduce child-care costs, especially at the federal level, Dobbins said. For instance, money for the Child Care Access Means Parents in School program, which supports low-income student parents, program shrank from $25 million to $15 million between 2001 and 2017, the report said.
The story becomes even bleaker for mothers who are living below the poverty line. As Table 1 shows, 26 percent of working mothers in poverty pay for child care out of pocket, and those expenses eat up nearly half—42.6 percent—of their monthly wages. It is vital that these women have work support, since they are more likely to be single parents and since seeking paid employment is required to have access to certain governmental benefits. Employment is also an important pathway into the middle class, but when child care is as expensive as it is, it places a disproportionate burden on the mothers who can least afford it.
The organization cautions national averages are a blunt assessment on costs and note there are all sorts of variables that differentiate many child-care bills. In every region, however, child-care costs are roughly double the price of a year’s tuition to an in-state public university. Child-care costs for one infant and a four-year are cheapest in the South ($17,193 on average) and most expensive in the Northeast ($24,815).
According to the 1995 U.S. Census Bureau Survey of Income and Program Participation (SIPP), over thirty-six percent of families of preschoolers with working mothers primarily relied on childcare in the home of a relative, family daycare provider or other non-relative. Almost twenty-six percent of families used organized childcare facilities as their primary arrangement.
Most families currently have three options for securing child care. First, parents can stay at home and care for their children themselves. But this is increasingly difficult, as most families now rely on two breadwinners to stay above water. Moreover, mothers are more likely than fathers to take time away from paid work to care for a child, which can exacerbate mothers’ lifetime earnings gap. Second, parents can pay for child care out of pocket. But this approach is very costly for families, eating up 35.9 percent of a low-income family’s monthly budget. The third option for families is to use federal- or state-funded child care, but access to any publicly funded program, let alone a high-quality program, is very limited. Nationwide, nearly three in four children are not enrolled in a federal or state-funded pre-K program.
In Germany, preschool education is the domain of the Kindertagesstätte (literally "children's day site", often shortened to Kita or KITA), which is usually divided into the Kinderkrippe (crèche) for toddlers (age up to 3 years), and the Kindergarten for children who are older than three years and before school. Children in their last Kindergarten year may be grouped into a Vorschule ("preschool") and given special pedagogic attention; special preschool institutions comparable to the US-American kindergarten are the exception.
More contemporary proposals for government advancement of day care in the United States have experienced a checkered path, for example, in 1971, the Comprehensive Child Development Act was passed by Congress, but was vetoed by Richard Nixon. It "would have created nationally funded child care centers providing early childhood services and after-school care, as well as nutrition, counseling, and even medical and dental care. The centers would charge parents on a sliding scale." Various proposals have been considered, but to date, none leading to legislation that would establish a national policy supporting day care in the United States.
