In almost half of all states, the cost of child care exceeds the average rent payment, meaning that too many families with young children end up struggling to make ends meet. In 2011, the latest year for which data are available, the average family with a working mother and a child under age 5 that made child care payments spent nearly 10 percent of its total family income on child care. While that may not sound like an overwhelming burden, it ends up amounting to nearly a quarter—22.5 percent—of married mothers’ earnings, and more than a quarter—26.1 percent—of never-married mothers’ incomes. (see Table 1)
The costs of child care are even more extreme for younger mothers. The average age when mother’s first give birth in the United States is 25.7 years, meaning that half of new mothers are under the age of 26 when they have their first child. Not surprisingly, younger mothers tend to have lower incomes: By virtue of their age, they have less job tenure and are more likely than older mothers to still be completing their education. But this means that mothers under age 25 with a young child who are paying for child care end up spending a staggering one-third—33 percent—of their income on care because they typically earn less. (see Table 1) It is critical that these women have the opportunity to finish their education and gain job experience, but child care expenses can make that a daunting prospect.

Kitas are typically run by public (i. e. communal) and "free" carriers (such as the churches, other religious organizations, social organizations with a background in the trade unions and profit-orientated corporations), and subsidized by the states (Länder). In this case, the care is open to the general public—e. g. a Protestant or Muslim child may claim a place in a Kita run by the catholic church.
In most cases children are taken care of by their parents, legal guardians, or siblings. In some cases, it is also seen that children care for other children. This informal care includes verbal direction and other explicit training regarding the child's behavior, and is often as simple as "keeping an eye out" for younger siblings. Care facilitated by similar-aged children covers a variety of developmental and psychological effects in both caregivers and charge. This is due to their mental development being in a particular case of not being able to progress as it should be at their age. This care giving role may also be taken on by the child's extended family. Another form of childcare that is on the rise in contrast to familial caregiving is that of center based child care.In lieu of familial care giving, these responsibilities may be given to paid-caretakers, orphanages or foster homes to provide care, housing, and schooling.
Unlicensed and unregistered child day care programs do not have any of the following requirements: background checks, training/orientation, or health and safety requirements; and only minimal Code of Virginia requirements. Unlicensed centers must meet an exemption in the Code of Virginia in § 63.2-1715. Unlicensed family day homes must follow requirements in §§ 63.2-1727 and 63.2-1704.1 of the Code. VDSS does not inspect these programs.

Only about 22 percent of children in low-income families currently receive federally subsidized child care, and while preschool enrollment has increased nationwide in recent years, the lowest-income children are the least likely to participate in preschool programs. Twenty-eight percent of 4-year-olds were enrolled in state-funded pre-K programs, and only 4 percent of 3-year-olds were similarly enrolled. Forty percent are not enrolled in any pre-K program at all. Clearly, the publicly funded services that are available are lacking, insufficient, or both.
A similar study in New York City found that more than a third of families on the child care assistance waitlist either lost jobs or were unable to work, and one in five had either missed or been late for work because of their child care problems. Perhaps even more alarmingly, a quarter of families on a child care waitlist in Minnesota had to rely on public assistance in order to make ends meet while waiting to access child care subsidies.
Many organizations in the developed world campaign for free or subsidized childcare for all. Others campaign for tax breaks or allowances to provide parents a non-finance driven choice. Many of the free or subsidized childcare programs in the United States are also Child Development programs, or afterschool programs which hire certified teachers to teach the children while they are in their care. There are often local industry associations that lobby governments on childcare policy, promote the industry to the public or help parents choose the right daycare provider.
The service is known as day care or childcare in the United Kingdom, North America, and Australia and as crèche in Ireland and New Zealand. According to Oxford Living Dictionaries, child care in two words can in addition have the broader meaning of the care of a child by anyone, including the parents, but US dictionaries do not record that spelling or meaning. In English-speaking and other conservative countries, the vast majority of childcare is still performed by the parents, in-house nannies or through informal arrangements with relatives, neighbors or friends, but most children are in daycare centers for most of the day in Nordic Countries, for example. Child care in the child's own home is traditionally provided by a nanny or au pair, or by extended family members including grandparents, aunts and uncles. Child care is provided in nurseries or crèches or by a nanny or family child care provider caring for children in their own homes. It can also take on a more formal structure, with education, child development, discipline and even preschool education falling into the fold of services.
Childcare varies dramatically across cultures. These discrepancies are attributed to the homestead and household environments. That is, the type of work performed by adult caretakers in a given community strongly influence the type of childcare used. In agricultural/ horticultural societies where work is done to provide sustenance for the community, siblings and similar-aged children are responsible for younger children. While many global communities prefer children aged 7–10 for designated caregiving responsibilities, children no younger than 12 are preferred in the Western world where paid childcare is common.
