Licensing Staff inspect centers twice a year. Health and fire officials visit once a year. The center director is required to be educated or experienced in early care and education. All caregivers who work 500 hours or more a year are required to attend 16 hours of annual training. Center directors are required to attend 16 hours of annual training. Directors and caregivers are also required to have certification in Adult, Child and Infant CPR and First Aid.

Legislation may mandate staffing ratios (for example, 6 weeks to 12 months, 1:4; 12 months to 18 months, 1:5; 18 months to 24 months, 1:9; etc.). In general, the geographic limitations and the diversity in type of daycare providers make child daycare a highly fragmented industry. The largest providers own only a very small share of the market. There is a great deal of empirical evidence that shows how higher child care costs have a negative impact on mothers’ employment. Mothers are more likely to leave employment and less likely to start new jobs when the costs of child care are high. It is also difficult for parents to keep their jobs when they do not have access to consistent quality child care. A study conducted by Jeffrey D. Lyons in North Carolina found that about one in four families who were on a waitlist for child care assistance either lost or had to quit their jobs while they waited for an opening.
Whether at an expensive facility or relatively inexpensive, children who attend daycare facilities tend to develop social skills more quickly than children of the same age group that are reared at home. They communicate better with children of the same age and often try harder to communicate with those that are younger than them, by using patience and taking different approaches at presenting the data.[32] Surprisingly, a study done by Erik Dearing, has proven that negative social behavioral patterns are not directly connected to daycare. By studying a large selection of children from the Norwegian childcare system he concluded that the number of hours a child spends at a daycare and their behavior have no dependent relations.[33] Though in America, children who attend childcare systems have a higher risk of externalizing the symptoms of negative social behavior, exhibiting these traits can directly correlate with their time spent in the center.[34]

This is a “step in the right direction,” but more needs to be done to reduce child-care costs, especially at the federal level, Dobbins said. For instance, money for the Child Care Access Means Parents in School program, which supports low-income student parents, program shrank from $25 million to $15 million between 2001 and 2017, the report said.

Studies have been done to get an annual salary estimate for a female caregiver. One survey suggested that the value of a mother's work, if she were paid the average wage for each task she performs in running the household and caring for her children, is $117,867 per year.[42] The reason for the high salary is because mothers typically perform about 10 different job functions throughout the week. Some of these job functions are poorly paid, including cleaning, driving, caring for children, and washing laundry, but others, especially financial and managerial tasks that the survey equated with being the Chief Executive Officer of a company, are highly paid. Neither a nanny nor a housekeeper makes nearly as much money, and almost all of these tasks except direct child care also have to be done by non-parents. The value of unpaid childcare is also an important figure in various legal entities. Expert witnesses (most often economists) are occasionally brought into court cases to give estimates on the value of unpaid labor. By giving estimation, the plaintiff or defendant can be fairly compensated for their labor.
Most families currently have three options for securing child care. First, parents can stay at home and care for their children themselves. But this is increasingly difficult, as most families now rely on two breadwinners to stay above water. Moreover, mothers are more likely than fathers to take time away from paid work to care for a child, which can exacerbate mothers’ lifetime earnings gap. Second, parents can pay for child care out of pocket. But this approach is very costly for families, eating up 35.9 percent of a low-income family’s monthly budget. The third option for families is to use federal- or state-funded child care, but access to any publicly funded program, let alone a high-quality program, is very limited. Nationwide, nearly three in four children are not enrolled in a federal or state-funded pre-K program.
Evidence from other countries shows that child care subsidies increase women’s labor force participation, help them obtain more stable jobs, and increase their income. While interventions in the United States have been much more modest by international standards, there is ample evidence showing that child care assistance helps working moms. The National Institute of Health released a study in March, 2007 after following a group of children through early childhood to the 6th grade.[91] The study found that the children who received a higher quality of childcare scored higher on 5th grade vocabulary tests than the children who had attended childcare of a lower quality. The study also reported that teachers found children from childcare to be "disobedient", fight more frequently, and more argumentative. The study reported the increases in both aggression and vocabulary were small. "The researchers emphasized that the children’s behavior was within the normal range and were not considered clinically disordered."
