NORTH ADAMS, MA (June 8, 2017) – Anne Nemetz-Carlson, President/CEO, announced that the MA Department of Early Education and Care (EEC) and Children’s Investment Fund has awarded to Child Care of the Berkshires a new grant of $1,000,000 to make improvements to the Haskins facility which houses the Monument Square Early Childhood Center and a variety of family support programs, including the Family Center, the Healthy Families Program, and the Parent Child Home Early Literacy Program.

Childcare is primarily funded by parents, however the Single Funding Formula (pre-school funding) can be used at some day nurseries, playgroups and schools for a maximum of 5 sessions per week, after a child reaches 3 years. The government introduced a childcare allowance (vouchers) by which employers could make payments for childcare, prior to tax, on employees' wages.
There is a great deal of empirical evidence that shows how higher child care costs have a negative impact on mothers’ employment. Mothers are more likely to leave employment and less likely to start new jobs when the costs of child care are high. It is also difficult for parents to keep their jobs when they do not have access to consistent quality child care. A study conducted by Jeffrey D. Lyons in North Carolina found that about one in four families who were on a waitlist for child care assistance either lost or had to quit their jobs while they waited for an opening.

Little Rascals on Snow is an add-on feature to our full day program at TREASURES. These tykes enjoy circle time, singing and stories, arts and crafts, imaginative play, snow play in the enclosed playground and more. This group can additionally enjoy a first introduction to skiing or snowboarding with our Little Rascals on Snow program, which gets them comfortable with equipment, sliding and balancing techniques. The Department of Children and Families, Office of Child Care Regulation, has issued an Emergency Order to assist providers in reopening and relocating after Hurricane Michael. The Emergency Order allows the Department to waive certain child care standards. At a minimum all child care providers must have power and water to operate. The Emergency Order is limited to the following counties: Bay, Calhoun, Gadsden, Gulf, Holmes, Jackson, Jefferson, Liberty, Wakulla, Walton, and Washington. If you are a child care provider in an affected county, please contact your local licensing office to start the process of becoming operational.
Note: Some programs offering child day care obtain a general business license to operate from the county within which they do business; however, that license is not the same as a child day care license obtained from the Virginia Department of Social Services (VDSS), which holds the child day care provider accountable to the health and safety standards set forth by the Commonwealth of Virginia.

Older children, in their turn, in most countries are cared in an educational setting, usually a primary school environment. The caregiver-to-child ratio is one factor indicative of quality of care. Ratios vary greatly by location and by daycare center. Potential consequences of a caregiver:child ratio which is too high could be very serious[citation needed]. Most families currently have three options for securing child care. First, parents can stay at home and care for their children themselves. But this is increasingly difficult, as most families now rely on two breadwinners to stay above water. Moreover, mothers are more likely than fathers to take time away from paid work to care for a child, which can exacerbate mothers’ lifetime earnings gap. Second, parents can pay for child care out of pocket. But this approach is very costly for families, eating up 35.9 percent of a low-income family’s monthly budget. The third option for families is to use federal- or state-funded child care, but access to any publicly funded program, let alone a high-quality program, is very limited. Nationwide, nearly three in four children are not enrolled in a federal or state-funded pre-K program.
State legislation may regulate the number and ages of children allowed before the home is considered an official daycare program and subject to more stringent safety regulations. Often the nationally recognized Child Development Associate credential is the minimum standard for the individual leading this home care program.[citation needed] Each state has different regulations for teacher requirements. In some states, teachers must have an associate degree in child development. States with quality standards built into their licensing programs may have higher requirements for support staff such as teacher assistants. And in Head Start programs, by 2012, all lead teachers must have a bachelor's degree in Early Childhood Education. States vary in the standards set for daycare providers, such as teacher to child ratios.
It is important to assess the value of caregivers because they are what truly make society function,[43] and often their work is under-appreciated. They prepare the next generation for school, work, and decision-making. The way in which a child is nurtured at a young age and through adolescence has both psychological and developmental effects that effect their future. Not only does the child depend on caregiving, but schools and employers depend on the childcare. The government also benefits because these children turn into productive members of society. Eventually, they will be the ones running the country.

A care-penalty is the price one pays for doing care work for a family member. Care giving demands a lot out of an individual, and as a result there is a high opportunity cost. The opportunity cost can relate to both time and money. Instead of taking care of a family member, a caregiver could spend time working or performing more leisure activities. Independent studies suggest that good daycare is not harmful.[57] In some cases, good daycare can provide different experiences than parental care does, especially when children reach two and are ready to interact with other children. Children in higher quality childcare had somewhat better language and cognitive development during the first 4½ years of life than those in lower quality care.

Studies have been done to get an annual salary estimate for a female caregiver. One survey suggested that the value of a mother's work, if she were paid the average wage for each task she performs in running the household and caring for her children, is $117,867 per year.[42] The reason for the high salary is because mothers typically perform about 10 different job functions throughout the week. Some of these job functions are poorly paid, including cleaning, driving, caring for children, and washing laundry, but others, especially financial and managerial tasks that the survey equated with being the Chief Executive Officer of a company, are highly paid. Neither a nanny nor a housekeeper makes nearly as much money, and almost all of these tasks except direct child care also have to be done by non-parents. The value of unpaid childcare is also an important figure in various legal entities. Expert witnesses (most often economists) are occasionally brought into court cases to give estimates on the value of unpaid labor. By giving estimation, the plaintiff or defendant can be fairly compensated for their labor.
