Independent studies suggest that good daycare for non-infants is not harmful. In some cases, good daycare can provide different experiences than parental care does, especially when children reach two and are ready to interact with other children. Bad daycare puts the child at physical, emotional and attachment risk. Higher quality care was associated with better outcomes. Children in higher quality childcare had somewhat better language and cognitive development during the first 4½ years of life than those in lower quality care. They were also somewhat more cooperative than those who experienced lower quality care during the first 3 years of life.
Some companies have improved their child-care policies. Earlier this month, Starbucks SBUX, +2.77% said it would offer 10 subsidized back-up child care days annually to workers, meant to help staffers who find themselves in a jam when care arrangements fall apart. The company is teaming up with Care.com so that workers can pay a dollar an hour for backup care, or $5 for a day’s stay at in-center child care.
State legislation may regulate the number and ages of children allowed before the home is considered an official daycare program and subject to more stringent safety regulations. Often the nationally recognized Child Development Associate credential is the minimum standard for the individual leading this home care program. Each state has different regulations for teacher requirements. In some states, teachers must have an associate degree in child development. States with quality standards built into their licensing programs may have higher requirements for support staff such as teacher assistants. And in Head Start programs, by 2012, all lead teachers must have a bachelor's degree in Early Childhood Education. States vary in the standards set for daycare providers, such as teacher to child ratios.
Parent-Child Home Program celebrated 14 families graduating from their 2-year program on May 25, at The Green, 85 Main St., North Adams. Families enjoyed pizza and cupcakes, a short circle time, and parachute play with their home visitors, as they said good-bye. Some places require caregivers to take classes in pediatric CPR and first aid. Most countries have laws relating to childcare, which seek to keep children safe and prevent and punish child abuse. Such laws may add cost and complexity to childcare provision and may provide tools to help ensure quality childcare.

The National Institute of Health released a study in March, 2007 after following a group of children through early childhood to the 6th grade. The study found that the children who received a higher quality of childcare scored higher on 5th grade vocabulary tests than the children who had attended childcare of a lower quality. The study also reported that teachers found children from childcare to be "disobedient", fight more frequently, and more argumentative. The study reported the increases in both aggression and vocabulary were small. "The researchers emphasized that the children’s behavior was within the normal range and were not considered clinically disordered."

Most families currently have three options for securing child care. First, parents can stay at home and care for their children themselves. But this is increasingly difficult, as most families now rely on two breadwinners to stay above water. Moreover, mothers are more likely than fathers to take time away from paid work to care for a child, which can exacerbate mothers’ lifetime earnings gap. Second, parents can pay for child care out of pocket. But this approach is very costly for families, eating up 35.9 percent of a low-income family’s monthly budget. The third option for families is to use federal- or state-funded child care, but access to any publicly funded program, let alone a high-quality program, is very limited. Childcare infection is the spread of infection during childcare, typically because of contact among children in daycare or school. This happens when groups of children meet in a childcare environment, and there is an individual with an infectious disease who may then spread it to the entire group. Commonly spread diseases include influenza-like illness and enteric illnesses, such as diarrhea among babies using diapers. Illnesses and diseases may also include ringworm, head lice, and hand, feet, mouth disease. It is uncertain how these diseases spread, but hand washing reduces some risk of transmission and increasing hygiene in other ways also reduces risk of infection.

A central operator handles marketing, administration and perhaps some central purchasing while the actual care occurs in individual homes. The central operator may provide training to the individual care providers. Some providers even offer enrichment programs to take the daycare experience to a more educational and professional level. Each of the NIH sponsored child care centers are separate private businesses, operated by parent boards. Each center provides a unique learning experience and is held to the highest standards of quality. The NIH Child Care Program has set up a system to ensure the centers consistently provide care which follows Maryland Child Care Licensing Standards, as well as maintaining accreditation through the National Association for the Education of Young Children (NAEYC).
The program that was created in 2007 became known as the Federal Daycare Programme for Working Mothers. This program allowed for subsidized home and community based childcare. The one running the care centers would only have to have a training component, which consisted of a psychological test and training courses to understand the principles of childcare, before being able to open their business in which they would be given money to furnish the facility as necessary for a safe caring center to be created. Another way this program was set into place was by subsidizing the care of non-profits, private for profits, or religious institutions who were based in the area of need.
