Seattle Parks and Recreation, in partnership with Associated Recreation Council operates half-day preschool programs in neighborhood community centers. Our school-readiness program meets the developmental needs of young children, focusing on emotional, social, physical, and cognitive skills to prepare children for success in school and in life. Classrooms are set up with safe and nurturing environments, fun-filled learning areas, consistent schedules and routines, and both large and small group times. Preschool activities include art, dramatic play, library time, cooking, discovery science, singing, and outdoor play.
Chilly weather is here and The Family Center Clothing Exchange is in need of donations of gently used children’s winter coats and outwear in sizes Newborn to size 10. The Clothing Exchange program is free to all community families with young children. Donations can be dropped off at The Family Center Clothing Exchange or can be brought to playgroups. Thank you for helping keep kids warm this winter.

It is an essential way to close the achievement gap between children of different economic backgrounds and prepare them for kindergarten, primary school, and beyond. Decades of research have also shown that investing in our children at an early age pays social, educational, and economic dividends over the course of a child’s lifetime. Children deserve access to affordable high-quality education that promotes school readiness, regardless of their family situation.

The Child Care Resource Network works in cooperation with Early Learning Indiana and their Indiana Business Partnership Project to develop child care resource and referral programs for employers who recognize the relationship between quality child care arrangements and increased productivity, reduced turnover, reduced tardiness and absenteeism, raised morale and an enhanced corporate image.
In Canada, the workforce is predominantly female (95%) and low paid, averaging only 60% of average workforce wage. Many employees are at local minimum wage and are typically paid by the hour rather than salaried. In the United States, "child care worker" is the fifth most female-dominated occupation (95.5% female in 1999).[18] In the US, staffing requirements vary from state to state.
Franchising of family child care home facilities attempts to bring economies of scale to home daycare. A central operator handles marketing, administration and perhaps some central purchasing while the actual care occurs in individual homes. The central operator may provide training to the individual care providers. Some providers even offer enrichment programs to take the daycare experience to a more educational and professional level. An example would be Wonderschool, which provides caregivers with a proprietary technology platform, as well as licensing, marketing, and administrative services.[21]

Fifty years ago suggesting that one parent stay at home and forgo paid employment to provide child care would have made plenty of sense both culturally and economically. This was largely because families could live comfortably on one breadwinner’s income and also because women had traditionally been relegated to the domestic sphere. But in the past 40 years, due to both social advances and economic changes, American families have undergone a dramatic change. Leaving the workforce to provide care today, even temporarily, carries real risks.
Due to social pressure, parents of sick children in childcare may be willing to give unnecessary medical care to their children when advised to do so by childcare workers and even if it is against the advice of health care providers.[40] In particular, children in childcare are more likely to take antibiotics than children outside of childcare.[40]
There is a great deal of empirical evidence that shows how higher child care costs have a negative impact on mothers’ employment. Mothers are more likely to leave employment and less likely to start new jobs when the costs of child care are high. It is also difficult for parents to keep their jobs when they do not have access to consistent quality child care. A study conducted by Jeffrey D. Lyons in North Carolina found that about one in four families who were on a waitlist for child care assistance either lost or had to quit their jobs while they waited for an opening.

More specifically, further research indicates that children being cared for by siblings or similarly-aged children (a trend more commonly seen in agriculturally-based cultural communities) have certain psychological and developmental effects on those being cared for. These effects include but are not limited to: mother-child attachment, emergence of childhood developmental stages, formation of playgroups, development of social responsibility, sex differences, personality differences, cognition, and motivation and performance in the classroom.[2]

The program that was created in 2007 became known as the Federal Daycare Programme for Working Mothers.[86] This program allowed for subsidized home and community based childcare. The one running the care centers would only have to have a training component, which consisted of a psychological test and training courses to understand the principles of childcare, before being able to open their business in which they would be given money to furnish the facility as necessary for a safe caring center to be created.[86] Another way this program was set into place was by subsidizing the care of non-profits, private for profits, or religious institutions who were based in the area of need.[86]
Most families currently have three options for securing child care. First, parents can stay at home and care for their children themselves. But this is increasingly difficult, as most families now rely on two breadwinners to stay above water. Moreover, mothers are more likely than fathers to take time away from paid work to care for a child, which can exacerbate mothers’ lifetime earnings gap. Second, parents can pay for child care out of pocket. But this approach is very costly for families, eating up 35.9 percent of a low-income family’s monthly budget. The third option for families is to use federal- or state-funded child care, but access to any publicly funded program, let alone a high-quality program, is very limited. Nationwide, nearly three in four children are not enrolled in a federal or state-funded pre-K program.
The Department of Children and Families, Office of Child Care Regulation, has issued an Emergency Order to assist providers in reopening and relocating after Hurricane Michael. The Emergency Order allows the Department to waive certain child care standards. At a minimum all child care providers must have power and water to operate. The Emergency Order is limited to the following counties: Bay, Calhoun, Gadsden, Gulf, Holmes, Jackson, Jefferson, Liberty, Wakulla, Walton, and Washington. If you are a child care provider in an affected county, please contact your local licensing office to start the process of becoming operational.

More contemporary proposals for government advancement of day care in the United States have experienced a checkered path, for example, in 1971, the Comprehensive Child Development Act was passed by Congress, but was vetoed by Richard Nixon. It "would have created nationally funded child care centers providing early childhood services and after-school care, as well as nutrition, counseling, and even medical and dental care. The centers would charge parents on a sliding scale."[63] Various proposals have been considered, but to date, none leading to legislation that would establish a national policy supporting day care in the United States.
